The AOA has responded to the FSMB Advisory Commission’s draft guidance on Additional Licensing Models (ALM) for internationally trained physicians. While the AOA prioritizes attracting U.S. medical graduates to underserved areas, it supports FSMB’s efforts to ensure ALMs uphold rigorous, standardized requirements for patient safety.

Key recommendations include empowering state medical boards with the authority and resources to manage ALMs, mandating comprehensive training and licensing standards for internationally trained physicians, and requiring provisional licensure with structured supervision. The AOA also emphasizes the importance of thorough data collection to evaluate ALMs’ effectiveness in addressing health care workforce shortages, particularly in rural and underserved areas.

The letter comments state that the AOA advocates for investing in proven strategies to attract U.S. graduates and ensuring ALM programs complement existing health care solutions without compromising patient care or physician training resources.
